divh2Supervisory Aircraft Flight Instructor - Title 32, GS-2181-13/h2pAs a Supervisory Aircraft Flight Instructor - Title 32, GS-2181-13, you will manage the Operations and Training Section of the AASF and perform flight instructor duties. The incumbent supervises 3-12 aircraft light instructors, flight engineers, and flight operations specialists./ppDuties and Responsibilities:/pulliDirects and coordinates all light operations and training activities at the installation and supervises the AASF Flight Operations Section./liliManages the Aviation Training Program for the AASF and oversees the Additional Flight Training Program (AFTP)./liliConsults with unit commanders to determine the training requirements to enable individual aviators and crew members to maintain combat readiness and proficiency in given types of aircraft./liliFormulates and oversees individual aviator and crew member training to achieve the specified training goals./liliPlans flying programs in cooperation with maintenance personnel to promote maximum utilization of aircraft and accessory equipment./liliOversees flight cost analysis and coordination of all flight mission requests other than in connection with Annual Training and Aviation Unit Inactive Duty Training./liliOversees execution of the training program in accordance with the Aircrew Training Manual (ATM) Flight Training Program or aviators and aero-scout crew members./liliThis program includes instruction and evaluation of rated aviators and, where appropriate, aero-scout crew members in basic and advanced flight and instrument flight techniques required to fly tactical and combat type operations./liliThe assignments involve a broad range of hazards from minimal to substantial depending on nature of the training which includes the use of night vision devices and the conduct of aerial gunnery, multi-ship operations and air-to-air combat maneuvers in a terrain flight environment./liliPlans and assigns work to be accomplished by 3-12 subordinates in grades through GS-13./liliSets priorities and prepares schedules for completion of work./liliMakes assignments based on priorities, difficulty and requirements of the assignment and the capabilities of individual employees./liliConducts employment interviews./liliRecommends employees for appointment, promotion or reassignment./liliEstablishes performance standards./liliMonitors and evaluates employee performance./liliAssists employees in reaching performance goals./liliInforms subordinates of agency policies and programs./liliHears complaints and grievances from employees./liliResolves those which can be informally resolved, and/or makes recommendations for resolution to appropriate deciding official./liliIdentifies developmental and training needs of employees and provides or obtains training./liliPlans, establishes and updates the standing operating procedures required for the safe and efficient operation of aircraft and transient aircraft./liliEstablishes procedures concerning the operation of aircraft within the local flying area./liliCoordinates such procedures with military, municipal and local FAA Air Traffic Control authorities to assure compatibility of AASF originating traffic with other air traffic in the area./liliResponsible for assuring that all assigned, attached and transient aviators receive a thorough preflight briefing prior to departure./liliSpot checks flight plans to ensure accuracy and compliance with local directives and pertinent regulations./liliTrains, instructs and evaluates pilots in basic or advanced instrument flight procedures characterized by a substantial degree of hazard and using the technique of operating an aircraft through reference to instruments as well as visual reference to the terrain and horizon./liliThis involves instrument flight navigation on and off the federal airway structure through the use of automatic direction and instrument landing systems and/or combat mission related training in attack or Heavy transport helicopters./liliPrepares and presents classroom instruction on aircraft operating procedures, tactical mission procedures, aircraft survivability systems and employment of these systems using current tactical doctrines./liliPerforms other duties as assigned./li/ulpRequirements:/ppConditions of Employment:/ppMilitary Requirements:/ppCompatible military grade and assignment required prior to the effective date of placement. To qualify, an applicants educational-degree study program, military professional and technical training schools or academies, and aviation certifications may apply as substitutions for some specialized experience factors./ppSpecialized Experience:/ppTo qualify for the GS-2181-13, qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. For Army National Guard positions, must have working experiences in civilian aviation programs; or, in military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities. To qualify, the applicant must have at least two years specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives./ppEducation:/ppMust have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools./p/div
